About Us
After working for over 25 years in large and midsize law firms, as well as serving as in-house counsel, Jared has decided to start a boutique law firm dedicated only to immigration law practice. Jared has worked with. companies ranging from Fortune 100 companies with thousands of employees on work visas to family businesses with only one visa employee. Jared also values opportunities to work with individuals such as students, investors and entrepreneurs, who have personal immigration aspirations and goals. Some of Jared’s favorite cases are marriage and family cases where he helps families unite and start new lives in the U.S.
Jared is assisted by his long-time legal partners, Lorenzo Frausto, and Sheryl Thomas, both are dedicated immigration attorneys practicing 100% immigration law. They have worked together for many years on a wide variety of immigration cases, helping hundreds of families and individuals achieving their immigration goals.
Jared Leung
I am the managing attorney at JCL Immigration Attorneys, PLLC. I enjoy practicing immigration law because I can help people realize their dreams of living in the U.S., leading a productive life, and raising their children in a safe environment where they can realize their potentials.
I work with both business and individual clients. I help my business clients with work visas and “green card” processes for their talented employees. I advise my business clients on I-9 and E-Verify issues to ensure they follow federal law. When they are audited by ICE, I help them mitigate any penalties and design a system that will be effective and manageable in the long run.
My individual clients come from various backgrounds. Some are investors seeking to open businesses in the U.S. and want to obtain E-1 or E-2 visas. Some are interested in EB-5 investment “green card” immigration. I also assist families with marriage-based and fiancée petitions, as well as filing petitions for parents, siblings, and other qualifying relationships. I help individuals apply for “extraordinary ability”, “national interest waiver,” and “outstanding scholars and researchers” petitions as well.
When I was managing a consular practice in Hong Kong for a New York based law firm from 2006 to 2008, I developed valuable perspectives and skills in working with U.S. consulates and embassies, which have been tremendously useful even now when I live in the U.S.
Outside of the office, I enjoy traveling, cooking, and hiking.

Lorenzo Frausto
Lorenzo Frausto has more than 20 years of experience as an immigration attorney in the Phoenix area. He has managed corporate cases for Fortune 100 Companies, working directly with in-house corporate counsel and/or HR representatives to advise, strategize and implement case plans. His corporate immigration work includes transactional services such as temporary work visa application, permanent residency and more, managing these matters with multiple U.S. Government agencies, including USCIS (U.S. Citizenship & Immigration Services), DOL (U.S. Department of Labor), and the U.S. Department of State.
Lorenzo’s legal expertise also extends to family immigration petitions and deportation/removal proceedings, interacting with clients to obtain information and documentation required to accomplish immigration goals.
A native Arizonan, Lorenzo enjoys reading, movies, collecting vinyl LPs, time
with his family, and supporting the Cardinals.

Sheryl Thomas
With over two decades of legal experience spanning immigration and real estate/corporate law across Chicago and Phoenix, Sheryl Thomas brings a wealth of expertise to her practice. Born in the Philippines to American and Japanese parents, she possesses a unique perspective on the immigrant journey.
Sheryl has handled corporate cases for prestigious entities including Fortune 100 Companies, professional sports teams, U.S. Olympic teams, universities, and medical research centers. Her extensive transactional services encompass both nonimmigrant and immigrant visas, with a particular focus on healthcare and technology organizations.
Beyond her legal pursuits, Sheryl is deeply committed to civics education. She served as the inaugural Chief Program Officer for Citizenship Counts and provided consulting services for iCivics. Actively involved in her community, Sheryl serves on the Phoenix Sister Cities Business Relations Committee, contributes to the Arizona Women Lawyers Association (AWLA), and volunteers for Lawyers for Good Government, the ASU Sandra Day O’Connor College of Law, and the Arizona Legal Center.
Passionate about advancing female education and empowerment, Sheryl holds leadership positions in her local alumnae club and currently presides as the President of the Smith College Club of Phoenix. She also contributes her expertise as a judge in the Draper Collegiate Entrepreneurship Competition.
In her leisure time, Sheryl indulges her passion for gardening as a Maricopa County Certified Master Gardener and finds solace in the pages of a good book.

Callie Lowe is a new member of our legal team at JCL Immigration Attorneys.
With a strong commitment to professionalism and attention to detail, she assists our attorneys in providing exceptional legal services to our clients.
Callie graduated with honors from Northern Arizona University where she earned degrees in Criminology/Criminal Justice, Political Science, and Spanish. She gained practical experience in the legal field through internships, honing her skills in legal research, case management, and client communication. In her role as a paralegal at JCL Immigration Attorneys, Callie supports our attorneys in various practice areas, including family cases and labor certification processes.
In her spare time, Callie enjoys traveling, hiking, and camping. She also enjoys riding horses competitively.

Cameron Denler // Paralegal
Cameron Denler is a Paralegal who specializes in drafting nonimmigrant and immigrant petitions. Since joining the field in late 2022, he has enjoyed using his writing talents to argue on behalf of those wishing to come work in the United States. Every day he considers it an honor to play a role in allowing others to pursue their dreams inside this country.
Born and raised in Springfield, Illinois, Cameron attended Arizona State University and graduated with a Bachelor of Arts in English and a Bachelor of Science in Statistics. As an Arizona transplant, he is still fascinated by Arizona’s mountainous terrain. One of his proudest achievements is hiking to the top of Humphreys Peak in Flagstaff, the highest peak in Arizona.
Outside of physical activity, he loves playing the guitar (acoustic and electric), reading, and cheering on his home team, the Chicago Cubs.

Liz Rodriguez // Paralegal
Liz Rodriguez has more than 10 years of Paralegal experience. She works alongside the JCL team in many areas of immigration. Her focus is helping companies and their employees through the first stages of the employment- based green card process.
Liz graduated with a Bachelor of Arts in Justice Studies from Arizona State University in 2009 and completed a Paralegal certification program though Phoenix College in 2013.
Liz is an Arizona native who enjoys spending time with her family. She grew up in a prominently Hispanic area where people always needed help either because of language barriers or lack of understanding. Her passion is helping people and dreams of becoming an attorney one day to help those in need of legal resources.

Lea Deen is a Chicago native and a new addition to the Paralegal team, assisting our attorneys with a wide range of services, including green card petitions and employment visas. Having grown up hearing about the struggles her parents endured to come to the U.S., she hopes to assist others by making the immigration process as hassle-free as possible.
Lea graduated with a Bachelor of Arts in Business Law from Arizona State University in 2024, and continues to support the program as a tutor. She has been immersed in the legal world her whole professional career, whether by competing in legal competitions or serving as a mentor for entrepreneurs seeking legal advice. No matter the instance, she is dedicated to helping her clients.
